  4.     According to Marxist-Leninist dogma, Soviet workers have no
  5. reason to strike because they live in a proletarian paradise.
  6. That has not, however, stopped the working masses in the world's
  7. oldest socialist state from occasionally walking out.
  8.  
  9.     Last week Moscow decided to drop the ideological baggage
  10. and proposed a new law that for the first time would allow the
  11. country's normally docile labor unions, to which more than 90%
  12. of all Soviet workers belong, the right to strike. The law is
  13. expected to be enacted later this year.

  15.     The government's action is partly a result of increased
  16. work disruptions under Mikhail Gorbachev's perestroika. Last
  17. year alone brought at least 15 strikes around the country
  18. involving factory workers, miners, bus drivers and carpet
  19. weavers. Last month even the Leningrad police walked off the
  20. beat for 24 hours, demanding better working conditions.
